Приговор, вынесенный евроскептиками: единая европейская валюта не сдала экзамен на состоятельность. Не оправдались и надежды на то, что введение евро приведет "к ускорению роста экономики за счет снижения процентных ставок и стимулирования инвестиций".
Та же Латвия, которая пока только голосует по вопросу о вступлении в ЕС и лишь в перспективе должна решать вопрос о замене лата на евро, уже сейчас не готова сказать, какая валюта ей ближе (здесь, правда, срабатывает еще "национальный фактор": латыши так гордятся своей независимостью и твердостью национальной валюты, что, кажется, не готовы пока отказаться от них в пользу единой Европы).

Что Германия и Франция, скажем, будут если не "тащить", то "подтаскивать" более слабых экономически партнеров. Но игра стоит свеч, ведь со временем единая европейская валюта должна закрепиться в роли одной из ведущих валют мира (а уж в Европе – самой передовой), чего ни марке, ни франку в свое время добиться не удалось.
Но случился экономический спад, и евро, как и любая другая валюта, вступила в черную полосу. Представляется, что если бы не вопрос о расширении еврозоны, этот факт не вышел бы за рамки обсуждений в ЕЦБ и, может быть, пары-тройки европейских парламентов. Но пространство евро до конца не сложилось, и у новых кандидатов возникают весьма несвоевременные – с позиции тех, кто в евро верит – вопросы. Главный из них: а стоит ли? На кого мы готовимся променять свои национальные дензнаки?
Исправить ситуацию могут срочные меры, предпринимаемые властями Старого Света. Пока что один из рецептов предложил Европейский ЦБ: по его оценкам, можно прислушаться к рекомендациям некоторых участников зоны евро и пересмотреть положения пакта в сторону увеличения предельно допустимого (трехпроцентного) размера бюджетного дефицита в условиях экономического спада. Хотя пока с окончательным решением ЕЦБ не спешит, полагая, что изменения в пакте о стабильности и развитии могут быть опасны для кредитоспособности валютного союза.
Так что возможны и иные варианты. Скажем, введение моратория на расширение зоны евро и перенос референдумов на счет евро в странах-кандидатах.

В начале недели шведский премьер Йоран Перссон в пух и прах раскритиковал Францию, Германию и Италию, три столпа единой европейской валюты, за "подрыв стабильности экономики еврозоны". Как сообщила FT, недовольство премьер-министра (к слову, бывшего главного экономиста Всемирного банка) вызвано "плохими макроэкономическими показателями" этих европейских суперэкономик. Как известно, допущенный ими дефицит бюджета существенно превышает установленный пактом о стабильности еврозоны лимит в 3% от ВВП. В частности, на прошлой неделе Берлин официально признал, что допустимый рост задолженности госбюджета перешагнет за отмеренный рубеж и по прогнозам составит 3,7%. В свою очередь Франция морально готовится сообщить о дефиците в 3,9%.
Приговор, вынесенный евроскептиками: единая европейская валюта не сдала экзамен на состоятельность. Не оправдались и надежды на то, что введение евро приведет "к ускорению роста экономики за счет снижения процентных ставок и стимулирования инвестиций".
Та же Латвия, которая пока только голосует по вопросу о вступлении в ЕС и лишь в перспективе должна решать вопрос о замене лата на евро, уже сейчас не готова сказать, какая валюта ей ближе (здесь, правда, срабатывает еще "национальный фактор": латыши так гордятся своей независимостью и твердостью национальной валюты, что, кажется, не готовы пока отказаться от них в пользу единой Европы).
Когда медовый месяц позади
В принципе, этого можно было ожидать: введение единой европейской валюты с самого начала предполагало, что в зоне евро будут и свои доноры, и свои реципиенты. Что Германия и Франция, скажем, будут если не "тащить", то "подтаскивать" более слабых экономически партнеров. Но игра стоит свеч, ведь со временем единая европейская валюта должна закрепиться в роли одной из ведущих валют мира (а уж в Европе – самой передовой), чего ни марке, ни франку в свое время добиться не удалось.
Но случился экономический спад, и евро, как и любая другая валюта, вступила в черную полосу. Представляется, что если бы не вопрос о расширении еврозоны, этот факт не вышел бы за рамки обсуждений в ЕЦБ и, может быть, пары-тройки европейских парламентов. Но пространство евро до конца не сложилось, и у новых кандидатов возникают весьма несвоевременные – с позиции тех, кто в евро верит – вопросы. Главный из них: а стоит ли? На кого мы готовимся променять свои национальные дензнаки?
Исправить ситуацию могут срочные меры, предпринимаемые властями Старого Света. Пока что один из рецептов предложил Европейский ЦБ: по его оценкам, можно прислушаться к рекомендациям некоторых участников зоны евро и пересмотреть положения пакта в сторону увеличения предельно допустимого (трехпроцентного) размера бюджетного дефицита в условиях экономического спада. Хотя пока с окончательным решением ЕЦБ не спешит, полагая, что изменения в пакте о стабильности и развитии могут быть опасны для кредитоспособности валютного союза.
Так что возможны и иные варианты. Скажем, введение моратория на расширение зоны евро и перенос референдумов на счет евро в странах-кандидатах.
